Dear participants of the meeting!

Slide 1 Today, at the first meeting of 2021, we will summarize the past 12 months and set goals for this year.

Slide 2 The year 2020 will be remembered as a period of struggle against the virus. Strict quarantine, weekend lockouts, checkpoints, mask regime: all those not only radically changed our usual way of life, but also united us.

At the same time, in 2021, a new phase of the fight against the virus will begin.

Slide 3 As early as February-March, we will start vaccinating citizens from risk groups, thereby protecting those workers who are on the front line and have a high risk of infection.

Slide 4 On January 10, elections of deputies of all levels were held in the country. Our region is the leader in turnout among regions. 75.5% of voters in the region came to the polling stations and cast their votes.

I would like to thank all residents of the region for their high civic engagement.

A high voter turnout is an indicator of the population's support for economic and social transformations in the region.

Slide 5 The Comprehensive Development Plan for our region, adopted on behalf of Yelbasy in 2018, is being successfully implemented. Almost all major sectors of the economy were covered.

Over the 3 years of the Plan's implementation, the GRP has increased by 34%. Here, I want to clarify that GRP is not just an economic term. This is an indicator that our enterprises have increased production volumes by 378.5 billion tenge. There is also an increase in investment volume by 50% (+ 93.5 billion tenge), industrial production by 14% (+ 33.3 billion tenge), and agricultural production by more than 54% (+ 270.6 billion . tenge).

Slide 6 With the support of the Head of State Kassym-Jomart Tokayev, the Comprehensive Development Plan for the region until 2025 was updated and extended.

This means that even more funds will be poured into the region and the regional economy will receive an additional impetus for accelerated development.

Now, I want to explain how this will manifest itself.

As part of the plan, 52 dairy farms, 8 feedlots, 3 poultry farms will be built in agriculture, 10 new enterprises will appear in industry, the share of small and medium-sized businesses in the economy will increase to 35%, and about 15 thousand people will be able to find jobs in new permanent jobs. As a result, we expect 4% growth in the region's economy.

Throughout 2020, the region maintained steady growth in all major areas, including exceeding the national average.

It wasn't easy. Throughout the year we were literally in the role of a “tightrope walker”, maneuvering between strict quarantine and economic development.

As a result, we managed to end the year with good results.

Slide 7 In agriculture, growth was 101%, in industry 104.8%, in investment 120.5%, in construction 111.2%, in housing commissioning 122.4%.

Thus, in difficult conditions, we were able not only to keep the pace of economic growth, but also to ensure the creation of more than 13 thousand new jobs, of which 90% are permanent.

Slide 8 Along with economic development, financial stability has been achieved.

The growth of tax revenues was ensured by 34.7% (2019: 39.9 billion tenge, 2020: 53.8 billion tenge).

At the same time, own revenues to the local budget increased by more than 22%, i.e. up to 58 billion tenge.

Contributions to the pension fund increased by 44% (2019: 33.4 billion tenge, 2020: 48.1 billion tenge).

Slide 9 All this allowed, in comparison with 2019, to increase the regional budget in terms of expenditures by 32%. That is, it was 245, and now it is 324 billion tenge.

The regional budget for 2021 was approved, which, was increased by 26%, or by 69 billion tenge, compared to the record year 2020.

Spending on education, health care, social protection, culture and sports has increased, compared to last year. Having directed more than 50% of the budget to the social sphere, we have kept the course of a socially oriented budget.

Now, I propose to dwell in more detail on the results of the real sector of the economy and outline the prospects for its development.

AGRICULTURE

Slide 10 The agricultural sector shows steady growth. The volume of gross agricultural production reached 779 billion tenge, which is 167 billion tenge more than the level of 2019 (612 billion tenge in 2019).

If we are the second on the scale of the republic by this indicator, then we retain our leading positions in attracting investments (117%, 124 billion tenge) in the agricultural sector, as in previous years.

Every year our farmers are actively switching to intensive farming methods.

I want to support this idea with concrete figures.

Firstly, our grain growers once again applied the most mineral fertilizers in the country. Last year, 135 thousand tons were brought in, for this year the plan is 160 thousand tons.

Secondly, the trend towards the growth of technical re-equipment remains.

Every year, we purchase more new equipment.

Let me remind you that we purchased 1,560 units in 2018, 1,896 in 2019, and over 2,000 last year. We will maintain this dynamics by purchasing 2,200 combines, tractors, seeding complexes and other equipment this year.

Today, North Kazakhstan region not only grows and harvests crops, but is also actively involved in their processing.

Slide 11 After eight years of inactivity, the project for deep processing of grain by “Biopration” LLP was revived.

Thus, the final stage of the plant modernization has been completed. The total amount of private investment amounted to 12 billion tenge. Now, along with starch and gluten, the company produces bioethanol.

“Bayrek” feed mill with a capacity of up to 100 thousand tons per year will also be launched this year.

We are developing the livestock industry.

Slide 12 I would like to remind you that at the final reporting meeting with the population in 2020, we talked about the need to increase the production of 590 thousand tons of milk and a 5 percent increase in meat production.

The results of the year show that these plans have been fully implemented. Milk was produced in the volume of 598 thousand tons (an increase of 5.5%), and a 7% increase was provided for meat.

The implementation of livestock projects contributed to the achievement of the goals.

Last year, instead of the planned 10, the construction of 11 modern dairy complexes began, of which 5 were commissioned, which is the highest indicator in the country.

This year, it is planned to start construction of 10 more modern dairy farms.

Thus, construction of 16 farms will be carried out this year, where about 400 of our villagers will be able to find jobs.

Considering that the medical rate of milk consumption per person in our country is 340 liters per year, the launch of 21 farms will allow us to provide this product to 154 thousand people, or more than a third of the residents of our region.

The new dairy farms will provide raw materials for our processing plants, which are undergoing modernization work.

This year, the construction of two more feed yards in Ualikhanov and Akzhar districts for 13 thousand heads will also continue. Projects are being implemented to build a broiler poultry farm and expand the pig farm from 50 to 100 thousand heads.

But we are not limited to the implementation of only these projects. For new initiatives, we have specifically provided concessional financing in the budget for those who are focused on the development of animal husbandry.

In general, by the end of 2021, we plan to increase the volume of gross output in the industry by 4% and bring it to 825 billion tenge.

INDUSTRY

Slide 13 Along with agriculture, positive shifts are observed in the industrial sector.

The volume of products manufactured increased by 4.8% in 2020, i.e. up to 306 billion tenge.

Our factories, despite the pandemic, did not stop production for a single day.

I will name some of them.

Production growth was ensured by “ZIKSTO” JSC by 5 times (up to 15.3 billion tenge), the Plant named after Kirov by 11.6% (up to 11.7 billion tenge), “Poisk” LLP by 3.5% (up to 1.1 billion tenge), "Block" by 20.6% (up to 1.1 billion tenge), "Rainbow" by 1.5 times (from 3.8 to 6 billion tenge).

Slide 14 As you remember, at the end of last year, I announced that the “ZIKSTO” plant had received a large order from “KTZh” JSC for 51 billion tenge, which would provide it with work for 2 years.

The first tranche was transferred to the enterprise in the amount of 25 billion tenge.

The region's economy should be diverse.

We have to produce from simple plastic hangers to high-tech equipment.

We are gradually succeeding in this.

The past year has been remarkable for the launch of new electronic products.

Slide 15 The plant named after Kirov has already manufactured 54 thousand units of computer equipment, which was purchased not only by institutions of our region, but also by organizations of Akmola, Karaganda, Pavlodar, Kostanay regions and the city of Nur-Sultan.

We need to annually increase industrial output by 70 to 80 billion tenge. And we see that we can achieve this.

This year, we expect to bring the volume of industrial production to 350 billion tenge with an increase of at least 5%.

First of all, this is achievable as a result of the implementation of promising investment projects.

Slide 16 For example, a paper mill by "Raduga" LLP plans a monthly production of 200 million tenge, a launched plant for the production of laminated plywood of 300 million tenge, "SMBGroup Family" LLP of 500 million tenge, a plant for the production of thermal cars of 500 million tenge, electrical plant of 1 billion tenge.

It is gratifying to note that the volume of investments in the economy is growing from year to year. At the end of the year, the volume of investments increased by 20.5% to 281 billion tenge. This is 47 billion tenge more than the level of 2019.

At the same time, the share of private investments amounted to more than 75%.

In his Message, the Head of State noted the need to identify strategically important industries.

Every year, our region becomes more and more attractive for investments.

Therefore, we have formed a regional pool of 53 investment projects until 2024 worth more than 900 billion tenge. Their implementation will create more than 7,000 new jobs in industry.

This year, it is planned to implement projects for the construction of a plant for paper products from straw (“ORKENDEU QAGAZ” LLP), organization of the production of particle board furniture (“Sapa Invest Plus” LLP), a greenhouse complex for growing vegetables and others.

Slide 17 In addition, in addition to 3 projects being implemented in the territory of FEZ Qyzyljar, the inclusion of new participants planning the production of medicines (Pharmakopeika), as well as packaging and pigment paper (Qagaz Orkendeu) is being considered.

This year we will attract at least 338 billion tenge of investments with an increase of 18%.

I would like to appeal to all investors. Come to us. Trust! We will create all the necessary comfortable conditions for the development of your business. We will significantly reduce your costs for the implementation of your projects. The budget includes funds to subsidize interest rates and build infrastructure. In this matter, I give a personal guarantee!

I cannot but dwell on the infrastructural transformations, where a lot has also been done in the past year.

At the end of 2020, the volume of construction work increased by 11.2%. If the volume of construction work was 88 billion tenge in 2019, then it is already 97 billion tenge in 2020.

Much work has been done in all directions.

Slide 18 First. Road repair and construction. The length of the improved roads is increasing every year. Over the past 3 years, about 30% of the regional road network has been improved.

For reference: 675 kilometers were repaired in 2018, 705 kilometers two years ago, 954 kilometers last year.

Unfortunately, while repairing the main highways, we did not repair the roads inside the villages that much.

Last year, we allocated 8 times more funds for these purposes than in 2019. This is 5.8 billion tenge, which made it possible to repair roads inside 74 villages.

Having allocated substantial funds for these purposes, we will continue this work this year. First of all, in regional centers and large settlements.

We will bring the level of roads in good and satisfactory condition to 74% this year. As a result, transport links between 160 settlements with more than 125 thousand people will improve.

AGRICULTURE

Slide 19 Second. Water supply.

In 2020, 6.5 billion tenge was allocated for water supply. The work covered 76 settlements, repairs and reconstruction of 335 km of water supply networks were carried out, 2,900 houses were connected to the water supply. In general, 82% of the rural population have access to quality drinking water.

In 2021, 10.7 billion tenge is provided for water supply, which is 1.6 times higher than last year.

In the past years, we have carried out work to restore the distribution networks in the villages. At the same time, it is impossible to provide the population with a constant high-quality water supply without the reconstruction of group water pipelines.

Therefore, funding for these purposes this year has increased more than 5 times, from 1.1 to 5.8 billion tenge. This will make it possible to carry out work on the construction and reconstruction of head water intake structures, 3 large pumping stations, 2 clean water reservoirs and other related structures.

Connecting houses in rural areas to water supply will continue. This year, more than 3 thousand families (houses) will receive this opportunity.

At the same time, I believe that we need to create conditions to reduce the costs of the population to connect their homes to water.

There is such a possibility. First of all, by increasing the number of wells, which will reduce the distance from the house to the connection points.

Therefore, I am instructing to carry out the relevant work in the development of projects for distribution networks of water supply.

Slide 20 Third. Housing construction.

As we planned, by the end of 2020, 306 thousand square meters of housing or over 3,300 apartments were commissioned. More than 12 thousand North Kazakhstanis have improved their living conditions.

In 2021, we will allocate 15.6 billion tenge for housing construction from the budget, we plan to build 340 thousand square meters of housing or about 3,700 apartments, which will be 1.8 times more than in 2018.

Let me remind you that we set ourselves the task of commissioning at least 3,000 apartments annually. As you can see, in 2020 we have achieved what was planned.

Housing was introduced not only in the regional center, but also in the countryside. Last year, 609 houses were built at the expense of the budget.

For 2021, it is planned to build 714 more houses for 2,535 citizens wishing to relocate from other regions.

This will help to replenish labor resources and close existing vacancies in the countryside.

On the development of the social sphere.

EDUCATION

The main task for us is to create the necessary conditions for our children to receive a quality education.

As before, the most funds are directed to the education sector.

Slide 21 In the current year, the volume of budgetary injections into the sector has been increased by more than 9 billion tenge - up to 95.6 billion tenge. (2020 - 86.7 billion tenge).

This will allow continuing work on capital repairs of educational facilities.

You know that over the past two years we have repaired 249 objects for the amount of 10 billion tenge. These are 50% of schools in our region. The inhabitants of our region see this.

After the work done, the schools became more comfortable and cozy for children.

The work on repairing schools will continue this year. Significant funds have been allocated for this.

Over the past three years, we have seen an increase in the school contingent by 2.5 thousand children. Therefore, this year we will start the construction of two schools for 720 children in Taiynsha district and will complete the construction of a school for 900 children in Petropavlovsk.

In 2020, we equipped all educational organizations with a video surveillance system, renewed the school vehicle fleet for more than 400 million tenge. This year we will purchase 18 more vehicles, school furniture, sports equipment for more than 500 million tenge.

Slide 22 We will continue the material and technical renewal of colleges in the region.

In 4 colleges, future programmers, builders, turners, mechanics, electricians, technologists are already consolidating their practical skills on new high-tech equipment.

This year, the same renovation will take place in 5 more rural colleges. For these purposes, we will direct 1.4 billion tenge.

In addition to the dormitories of our university being built, this year we will begin construction and reconstruction of three more dormitories for colleges for 574 seats. 2.2 billion tenge is provided for this.

HEALTH CARE

Slide 23 Last year, in the healthcare sector, we renewed the material and technical resources for 12.5 billion tenge. This is 4 times more than in 2019. Substantial funding will continue this year.

For the first time in a long time, expensive and much-needed (in a pandemic) equipment was purchased.

Instead of the one who had worked for 11 years, a new magnetic resonance imager was purchased at the regional hospital, with the launch of which the queue was reduced by 4 times (from 3 months to 2-3 weeks) and the detection of brain neoplasms was increased by 4%.

The outdated angiograph purchased back in 2008 was replaced. This made it possible to improve the diagnosis of heart attack, stroke, vascular lesions of the brain and heart.

In addition, in the coming days, on the basis of the regional hospital, we will open a level 3 stroke center with the purchase of another angiograph, which will allow us to perform operations on the vessels of the brain and affect the mortality rate from acute cerebrovascular accident in the first hours of the disease.

The number of computed tomographs has been increased from 4 to 6. As a result, the priority has been reduced by 2.5 times, and the detection rate of respiratory diseases has been increased by 8%.

Digital mammographs were purchased at the oncological dispensary, as well as hospitals in Akzhar, Zhambyl, Timiryazevo and Ualikhanov districts, which made it possible to increase the detection rate of breast cancer by 11% (2019 - 214 people, 2020 - 238 people, an increase by 24 people).

In a short time, a modular infectious diseases hospital with 200 beds was built with a total cost of 7 billion tenge.

Due to the purchase of 38 new ambulances, the level of provision in this technique has been brought to 100%.

As a result, at the stage of providing emergency medical care, the rate of successful resuscitation of critically ill patients before arriving at the hospital improved from 33 to 42%.

In 2020, 8 modern mobile medical complexes, equipped with modular laboratories for testing, ultrasound and X-ray machines, and offices of narrow specialists, entered the regions of the region.

As a result, high-quality medical care will soon be available to residents of the most remote villages.

The increase in funding for the health care sector has made it possible to achieve an improvement in dynamics in some indicators. For example, mortality (data for 10 months) for oncology was reduced by 13% (from 586 to 510 people), heart attacks - by 10% (from 352 to 313 people). Thus, the lives of more than 110 people with these diseases have been saved.

Also, the incidence of tuberculosis has been reduced by 36% (from 348 to 219 people).

This year, the construction of a polyclinic for 250 visits in the microdistrict "Bereke" will continue and construction of another one in the microdistrict "Zhas Orken" will begin, which will provide step-by-step access to medical services for residents of developing microdistricts.

CULTURE

Slide 24 Last year, 32 objects were renovated, funding increased by 40%.

This year we will renovate 8 more objects.

The reconstructed Pogodin Theater will open its doors today.

A new modern art gallery "Botay" will appear in the city center.

SPORT

In 2020, 2 times more funds were spent on the repair of sports facilities than in 2019.

A sports complex in the city of Tayinsha and indoor hockey courts in the village of Novoishimskoye and the city of Mamlyutka were commissioned.

This year, funding for the industry has increased by 11.5% - to 6.8 billion tenge (2020 - 6.1 billion tenge).

In addition, it is planned to build 14 facilities for a total amount of 5.1 billion tenge.

In general, all our planned plans will have to ensure the creation of 13.7 thousand jobs in 2021, including 12 thousand new permanent ones.

Dear compatriots!

This year marks the 30th anniversary of our country's independence. Therefore, we should celebrate the anniversary with good economic performance and social achievements.

Today, the regional budget allows to implement all plans and goals. Let me remind you that the budget exceeded last year's level by 26%. The regional treasury will be replenished in the future.

Therefore, our common task is to create the conditions for our citizens and strive to improve their quality of life.
